Xili Reservoir and its surrounding area are a treasure hidden in the city. It has the unique landscape, rustic rural customs and profound historical accumulation. It is also the spatial carrier of the source innovation of the International Science and Education City around Xili Lake. The excellent environment of the area benefits from the Xili Reservoir in the center and 7 surrounding rivers, among which the Baimang River, Makan River and its two tributaries, and the Dakan River pour into the reservoir. Lishui River and Yanqing Stream, in the surrounding development and reservoir between the establishment of protection.

At present, the flood control and comprehensive control of each river has been basically completed.  However, at the same time, the artificial engineering system, but also the human, water and nature produced estrangement.

The revitalization of Xili starts from the fragmentation of regional development, adopts the new idea of dual-source development of symbiosis between science and technology and nature, combines ecological energy, geographical form, and land use collaborative design, and integrates various elements by linking rivers to establish a "Hyper 8 Living Community" centered on water.

Hyper 8 uses the five major systems of life, center, growth, intelligent breathing, and circulation to build a habitat, a sense of creation and a time shared between man and nature, forming a sustainable cycle of life and releasing the development potential and influence of water source.
